2、tomaintainthelegitimaterightsandinterestsoftelecomusers,tomakethequalitymanagementandsupervisionoftelecommunicationsservicessystematizedandstandardized.Thestandardappliestothetelecommunicationsoperatingenterprises(hereinafterreferredtoas"telecommunicati
3、onsenterprises")thathaveobtainedbusinesslicenseswithintheterritoryofthePeople'sRepublicofChina.1.3thisstandardincludesdirectreflectionofthequalityandleveloftelecommunicationsservices,andthequalityofservice(non-technical)indicatorsandcommunicationsqualit
4、y(technical)indicatorsthatarecloselyrelatedtotheuseoftelecommunicationsservicesbyusers.1.4thisstandardistheservicequalitystandardthattelecommunicationenterprisesshouldachievewhenprovidingtelecommunicationservices;Itisthebasicbasisthatthetelecommunicatio
5、ndepartmentandtheuserssupervisethequalityoftelecommunicationservice.1.5telecommunicationsenterprisesshouldaccordingtotheactualsituation,fornotlessthanthedetailedrulesfortheimplementationofthisstandard,establishandimprovetheservicequalityguaranteesystem,
6、andaccordingtothestipulatedtimeandcontent,toreporttothecompetentdepartmentoftelecomenterpriseservicequality.1.6thecompetentdepartmentoftelecommunicationsshalladjusttheindexprojectandindexvalueofthisstandardaccordingtothechangesofsocialneedsandthelevelof
7、telecommunicationservices.1.7thetelecommunicationsdepartmentisresponsibleforthesupervisionandinspectionoftheimplementationofthisstandard.1.8thisstandardisexplainedbytheministryofinformationindustry.1.9thisstandardshallenterintoforceasofJuly1,2000(except
