3、entralCommitteeandtheStateCouncilonFurtherStrengtheningtheworkoftalent,thedecisionclearlypointedouttheneedtoestablishthetalentevaluationsystemfromfouraspectsofmorality,knowledge,abilityandperformance.Obviously,thesefouraspectsareindispensabletotheevaluationoftalents.T
4、herelationshipbetweenthefourcanbedescribedasfollows:moralityistheprerequisite,knowledgeandabilityarethebasis,andperformanceistheexternalmanifestationofthevalueoftalents.Therearemanywaystoevaluateandcomparethethreeaspectsofknowledge,abilityandperformance.Moralevaluatio
