2、metotime,thePresidentshallgivetoCongressinformationaboutthestateofourunion.For220years,ourleadershavefulfilledthisduty.They'vedonesoduringperiodsofprosperityandtranquility.Andthey'vedonesointhemidstofwaranddepression;atmomentsofgreatstrifeandgreatstruggle.It'ste

3、mptingtolookbackonthesemomentsandassumethatourprogresswasinevitable-–thatAmericawasalwaysdestinedtosucceed.ButwhentheUnionwasturnedbackatBullRun,andtheAlliesfirstlandedatOmahaBeach,victorywasverymuchindoubt.WhenthemarketcrashedonBlackTuesday,andcivilrightsmarche

4、rswerebeatenonBloodySunday,thefuturewasanythingbutcertain.Thesewerethetimesthattestedthecourageofourconvictions,andthestrengthofourunion.Anddespiteallourdivisionsanddisagreements,ourhesitationsandourfears,Americaprevailedbecausewechosetomoveforwardasonenation,as

5、onepeople.Again,wearetested.Andagain,wemustanswerhistory'scall.Oneyearago,Itookofficeamidtwowars,aneconomyrockedbyasevererecession,afinancialsystemonthevergeofcollapse,andagovernmentdeeplyindebt.Expertsfromacrossthepoliticalspectrumwarnedthatifwedidnotact,wemigh

6、tfaceaseconddepression.Soweacted-–immediatelyandaggressively.Andoneyearlater,theworstofthestormhaspassed.Butthedevastationremains.Onein10Americansstillcannotfindwork.Manybusinesseshaveshuttered.Homevalueshavedeclined.Smalltownsandruralcommunitieshavebeenhitespec

7、iallyhard.Andforthosewho'dalreadyknownpoverty,lifehasbecomethatmuchharder.ThisrecessionhasalsocompoundedtheburdensthatAmerica'sfamilieshavebeendealingwithfordecades–-theburdenofworkingharderandlongerforless;ofbeingunabletosaveenoughtoretireorhelpkidswithcollege.
