2、ull-timestudents,whichmakeupthe19.7percentofthetotalHongKongpopulation.Inthe1998-1999financialyear,thetotalspendingoneducationis$53.20billion,comprising18percentofthetotalpublicexpenditure.TheexpenditureofTertiaryeducationisaboutone-thirdofthetotaleducationbudget.InHongKong,allchildrenbetween
3、sixandfifteenyearsoldareentitledtonine-year(sixyearsprimaryandthreeyearssecondary)freeeducation.Parentsarerequiredbylawtolettheirchildrenofageuptofifteenreceivethenineyearsschooling.Youngsterswithsuitableagecanapplytothegovernmentaidedsecondaryschoolsortechnicalschoolsorprivateschools.However
4、,theprivateschoolsarefeepayingandsomeofwhichcanbequiteexpensive.Around85percentofthestudentsintheappropriateagegroupreceivesecondarylevelortechnicaleducation.Withtheexpansionofhighereducationplacesinrecentyears,around18percentofthegroupofsecondaryschoolstudentsreceiveuniversityeducationin1998
5、-1999.KindergartensPrimarySchoolsSecondarySchoolsVocationalEducationandTeachingTraining(VocationalTrainingCouncil)HigherEducationalInstitutionsMediumofInstruction KindergartensMostofthekindergartensinHongKongoperateinhalf-daysessions.Thechildrenwithage3to5enrolinkindergartens.Althoughkinderga
6、rtensareprivatelyfunded,thegovernmenthastakenmoreeffortstoimprovethequalityofpre-schooleducation.Thegovernmentencouragestherecruitmentofkindergartenprincipalsandteachers.TheHongKongEducationDepartmenthasintroducedtheKindergartenSubsidySchemewhichprovidesanenhancedrateofsubsidytothekindergarte
