1、西安理工大學博士學位論文(5)通過分析現(xiàn)有政策體制下和政策改進后的流域水資源配置的經(jīng)濟效應,說明要想使流域配置實現(xiàn)主體利益的帕累托改進,即達到絕對合作利益空間分布區(qū),政府必須進行一定的政策改進以適應新的流域水資源配置模式。將政策改進過程視為難度自增殖系統(tǒng),通過政策改進旋進路徑的分析表明,政策的改進過程是一個螺旋上升的過程,不可能一蹴而就。最后提出了一些流域水資源配置的政策建議。關鍵詞:水資源配置,博弈論,沖突分析,補償,風險分析,旋進策略本研究得到國家自然科學基金(40501011)和青海省科技廳項目(2
