1、摘要健康是人全面發(fā)展的基礎(chǔ)，關(guān)系千家萬戶幸福。公共衛(wèi)生防病治病的作用是實(shí)現(xiàn)人民群眾健康的重要保障。公共衛(wèi)生是關(guān)乎國計(jì)民生的大事，影響到社會(huì)中每一個(gè)個(gè)體的生活。根據(jù)公共財(cái)政理論，公共財(cái)政的主導(dǎo)作用是提供優(yōu)質(zhì)高效公共衛(wèi)生服務(wù)的決定性因素。然而，由于公共財(cái)政體制還不十分完善，所以，導(dǎo)致地方公共衛(wèi)生供給嚴(yán)重不足，結(jié)構(gòu)失衡且區(qū)域發(fā)展不平衡。在統(tǒng)籌城鄉(xiāng)發(fā)展和全面建設(shè)小康社會(huì)的大背景下，本文通過梳理相關(guān)歷史文獻(xiàn)，論述了地方公共財(cái)政供給地方公共衛(wèi)生的理論基礎(chǔ)。同時(shí)，采用實(shí)證、規(guī)范和比較分析的方法，從多學(xué)科融合的角度，基于公共財(cái)政的視角，全面、系統(tǒng)的解析了我國地方公共衛(wèi)生供
2、給的現(xiàn)狀、問題及原因。在此基礎(chǔ)上，深入分析昆山市公共財(cái)政供給公共衛(wèi)生的現(xiàn)狀與不足，以期不斷發(fā)揮昆山市公共財(cái)政在公共衛(wèi)生供給中的主導(dǎo)作用，加快制度轉(zhuǎn)型，健全和完善合理的公共財(cái)政支出制度，建立公共衛(wèi)生供給管理激勵(lì)機(jī)制等，促進(jìn)昆山市公共衛(wèi)生長效供給。關(guān)鍵詞：昆山市，公共衛(wèi)生，供給機(jī)制AbstractABSTRACTHealthisthebasisofall-rounddevelopmentofpeople，Involvingtheirhappiness．Therolepublichealthinpreventingandcuringdiseasesisofani
