2、ransferthepollution．intensiveindustriestothecountrieswithrelativelylooseenvironmentalstandards，whichmakesthesecountriesbecomepollutedcolony．WhilePorterHypothesisholdsthatstrictenvironmentalregulationcoulddynamicallycreatethemomentumforreformandencourageinnovationsintechnologyandmanagementthat
3、helpenterpriseimproveinternationalcompetitiveness．Alongwiththeincreasingenvironmentalconsciousness，environmentalprotectionhasbecomeoneoftheproblemsthatthegovernmentpaysmoreandmoreattentionto．However,forthedevelopingcountries，economicgrowthisstillofgreatimportanceandtangadvantageofFDIisstillon
4、eoftheimportantmeanstoacquirefundingandtechnology．Therefore，thispaperfocusesontheinfluencemadebyenvironmentalregulationonFDIinflowstoChina．TotestlocationchoicetheoryonFDI，PollutionHavenHypothesisandPotterHypothesis，thispaperusesChina’S1998．2008provincialpaneldata,2001—2008industrialpaneldatar
