1、中文摘要近年來，隨著經濟的快速發(fā)展，大中城市新區(qū)建設速度不斷加快。但城市新區(qū)建設中仍存在形象上的混亂、景觀上的無序、公共空間的缺失等一系列的問題，人們普遍表示不滿。同時形態(tài)上的均質化更是造成城市新區(qū)在特色及形象上不具備優(yōu)勢。由于缺乏相應新區(qū)城市設計理論控制指導及可操作途徑的支持，城市設計在實際工作中沒有發(fā)揮出它應有的形態(tài)控制效能。從城市新區(qū)建設整體性環(huán)境特色的問題引發(fā)對中觀思考，在宏觀的總體規(guī)劃與微觀的詳細規(guī)劃之間提出中觀層次城市設計概念，從城市設計理論和實踐方法兩個方面對局部片區(qū)整體環(huán)境控制要素進行推導分析，從自然特色、環(huán)境景觀、功
2、能活動、空間形態(tài)以及重大設施的影響幾個層面來探討對城市新區(qū)整體環(huán)境景觀、形態(tài)和公共空間品質的控制形成。建構中觀層次城市設計方法，并以南徐新城中心區(qū)作為實踐案例，結合規(guī)劃方法來探討中觀城市設計與規(guī)劃管理的有效結合的可操作途徑。最后總結了中觀層次城市設計的作用和意義，探討了其發(fā)展的前景。論文全篇約4．9萬余字，圖表50余例關鍵詞：城市新區(qū)、中觀層次、城市設計、規(guī)劃控制ABSTRACTTheeconomicboomandaccompanyingimprovedstandardsfornewurbanareaconstructionhaver
