2、露出許多弊端和問題,限制了激勵機(jī)制效力的發(fā)揮,積極探索和創(chuàng)建地稅干部激勵機(jī)制,有效激發(fā)地稅干部的內(nèi)生動力,具有積極的現(xiàn)實意義。本文通過對激勵機(jī)制的相關(guān)概念進(jìn)行界定,對西方激勵理論和公務(wù)員激勵實踐進(jìn)行闡釋,得出了相關(guān)啟示。結(jié)合鹽城地稅干部激勵機(jī)制實踐,開展激勵調(diào)查,剖析存在的問題及原因,更好地尋求改進(jìn)措施。本著以人為本、差別化、功績制的原則,提出了具體解決措施:以績效獎勵為核心,完善薪酬體系;以公平公開為基礎(chǔ),完善晉升交流機(jī)制;以負(fù)向激勵為支撐,健全績效考核機(jī)制;以精神激勵為保障,努力構(gòu)建地稅文化體系。關(guān)鍵詞:稅收
