2、制度改革取得的主要成績有：行政審批項目的數(shù)量大幅削減、行政審批的配套法律制度完善、行政審批權(quán)力的監(jiān)督機制加強。但是這樣的成績是非常有限的，改革的最終效果不是很盡如人意。這是由于在改革的過程中還是存在著一些問題，這使得我國的行政體制改革一度的停滯不前，阻礙因素有很多：比如在審批數(shù)量上只是集中于微觀層面上的削減，并沒有觸及到宏觀層面上的審批結(jié)構(gòu)變革。因此我們有必要對我國行政審批制度改革過程中困境及原因分析做出總結(jié)。想要克服這些滯阻因素，讓行政審批改革繼續(xù)順利開展，我們必須把建立科學合理的行政審批制度作為一個立腳點
