3、ervicesinmodernE-Governmentsystembasedontop-leveldesignapproach,anddescribetheconcreteconstructionblueprintbyturns.Finally,followingaftersettinguptheinfrastructureofprivatecloudforE-Governmentandinterpretingservicelibrary,theimplementationmechanismsandstepsofservicedescription,serviceregistr
4、ation,serviceconfigurationandservicequeryaregivenindetail.Forbusinesslineservice,onthebasisofdefiningtheserviceinterface,wetakenewsmanagementasthetargetanddescribetherealizationmechanismsabouttheworkflowofpressrelease,relatedservicecall,workflowdeploymentandrelease.Forrightsmanagement,weprov
5、ideeachprocessofaddingrights,rightsassignmentbasedonrole,androleassignmentaccordingtoidentity.PreliminaryanalysisandapplicationtestshowthatprivatecloudbasedonPaaSmodelforE-Governmentcannotonlyimprovetheefficiencyofsystemdevelopment,reducegovernmentexpenditure,butalsocanimprovetheoverallperfo
