1、萬方數(shù)據(jù)萬方數(shù)據(jù)萬方數(shù)據(jù)我固收費公路發(fā)展問置及政策研究摘要摘要我國的公路交通事業(yè)在最近30年得到了快速發(fā)展，尤其是收費公路政策的實施推動了這一發(fā)展進程。但是另一方面，由于公路管理體制和管理方法中存在著問題，影響到了公路交通事業(yè)的可持續(xù)發(fā)展，公路交通事業(yè)與經(jīng)濟發(fā)展出現(xiàn)了很多不協(xié)調的現(xiàn)象。對收費公路發(fā)展問題及政策的研究，本文從以下四個部分展開：第一部分是收費公路發(fā)展的歷史背景，對國內外收費公路的發(fā)展變革和現(xiàn)狀進行分析，論述了收費公路發(fā)展的理論依據(jù)；第二部分是收費公路發(fā)展問題分析，結合2006年國家審計報告和2011年國家收費工作專項整治情
2、況，利用統(tǒng)計工具對資料進行整理、分析；第三部分是收費公路發(fā)展面臨問題的原因考察，從多角度展開論述；第四部分是探究收費公路發(fā)展的應對策略，通過政府職能轉變，明確政府在公共服務管理中的職責，進一步完善收費公路相關的法律法規(guī)，建立和完善特許經(jīng)營許可制度充分保障收費公路經(jīng)營管理企業(yè)的基本權利；立足于收費公路經(jīng)營企業(yè)持續(xù)發(fā)展的需要，提出企業(yè)轉型升級的發(fā)展方向，更好地實現(xiàn)企業(yè)經(jīng)濟效益和社會效益。關鍵詞：收費公路產(chǎn)業(yè)發(fā)展政策研究作者：丁順指導老師：郭彩琴萬方數(shù)據(jù)TollroaddevelopmentandpolicyresearchinChinaA
