5、oefficientbasedonamapISproposedtodealwiththesedefaults..Firstlyanimprovedratecontrolalgorithmisproposedbasedonthedetectionscenechangeandhighmotion.TheimprovedratecontrolalgorithmoptimizeslinearMADpredictionmodelinencodingprocesswhenthescenechangeorhighmotionpicturesaredetected.Andthen,thisoptimiz
