2、增長，這是包頭市政府“十二五”時(shí)期面臨的重大決策問題。本文通過查閱大量的統(tǒng)計(jì)數(shù)據(jù)，介紹了包頭市的整體概況、分析了經(jīng)濟(jì)發(fā)展現(xiàn)狀和產(chǎn)業(yè)結(jié)構(gòu)，還采用錢納里的工業(yè)化進(jìn)程理論對包頭市的工業(yè)化水平進(jìn)行判斷。然后，依據(jù)大量統(tǒng)計(jì)數(shù)據(jù)，運(yùn)用灰色關(guān)聯(lián)度法，分別對包頭市三次產(chǎn)業(yè)進(jìn)行關(guān)聯(lián)度分析，并進(jìn)行排序。最后，根據(jù)以上結(jié)果對目前包頭市的三次產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行分析，發(fā)現(xiàn)包頭市三產(chǎn)產(chǎn)業(yè)結(jié)構(gòu)存在不合理、不協(xié)調(diào)和發(fā)展高度低的問題。對此，提出了包頭市三次產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化對策，首先要優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，實(shí)現(xiàn)向“三、二、一”的轉(zhuǎn)變；其次是包頭市的工業(yè)向集群化發(fā)展，并重視品牌建設(shè)；最后要推進(jìn)包頭市主導(dǎo)產(chǎn)業(yè)向生態(tài)化發(fā)展。關(guān)鍵
