2、echangedsinceourfirstForumin2007.Youmayrememberthatthethemeoftheinauguraleventwas"LeveragingNewOpportunities-AdvancingRegionalStability".Thencamethefullimpactoftheglobalfinancialcrisis.ThesecondAFFtookplacethistimelastyearamidglobaleconomicturmoil.Ourthemelastyear,"TheChangingFaceofAsia",wasanappro
3、priatechoice.Todaythesituationhasimprovedconsiderably,althoughitwouldbeprematuretosaythatwearecompletelyoutofthewoods.However,manyeconomistsagreethattherehasbeenashiftinglobaleconomicpowerawayfromEuropeandtheUSandtowardsAsia–andinparticularChina.Sothisyear'sForumisaptlytitled:"AsiaintheNewEconomicO
4、rder".自2007年首屆金融論壇之后，國(guó)際形勢(shì)發(fā)生了很大的變化。大家也許還記得首屆論壇的主題是——“促進(jìn)穩(wěn)定 拓展商機(jī)”。緊接著，全球金融危機(jī)爆發(fā)，帶來(lái)了巨大的影響。去年的這個(gè)時(shí)候，第二屆亞洲金融論壇在全球經(jīng)濟(jì)不景氣的背景下召開(kāi)。但我們選擇了一個(gè)合適的主題——“轉(zhuǎn)變中的亞洲面貌”?，F(xiàn)在形勢(shì)已經(jīng)有了很大好轉(zhuǎn)，雖然說(shuō)我們完全擺脫困境還為時(shí)過(guò)早。但是，許多經(jīng)濟(jì)學(xué)家都同意，現(xiàn)在全球經(jīng)濟(jì)實(shí)力已經(jīng)從歐洲和美洲轉(zhuǎn)移到亞洲來(lái),尤其是到中國(guó)來(lái)。因此，今年論壇選擇了恰當(dāng)?shù)闹黝}：“環(huán)球經(jīng)濟(jì)新局面——亞洲新角色”。HavinglearnedsomedifficultlessonsduringtheAsianfi

6、theopportunitiesinHongKongaswellasfacilitateAsia'sfinancialandeconomicprogress.在十年前的亞洲金融危機(jī)中，我們學(xué)到了許多經(jīng)驗(yàn)教訓(xùn)。因而面對(duì)最近的金融海嘯，我們顯得比較靈活。今天，國(guó)際社會(huì)期待亞洲迎接挑戰(zhàn)，在改變經(jīng)濟(jì)面貌方面發(fā)揮更重要的作用。我們每個(gè)經(jīng)濟(jì)體都占有一席之地。因此今天，我想談一下我們打算在香港抓住機(jī)會(huì)促進(jìn)亞洲金融和經(jīng)濟(jì)發(fā)展的一些方法。Lastmonth,theAsianDevelopmentBankforecastthe14economiesofemergingEastAsia–includingHong
