2、untriesbutalsoinmostofthedevelopedcountries.ThiswasnotanexceptionaltoJapan.Thecommencementofmodernisationorso-calledindustrialisationofJapansinceMeijiRestoration(1868)hadbeenemployedthispolicyasoneofthemajordevelopmentpoliciestoovercomeitscapitalneedsrequiredbythedevelopmentprocess.Thishadconti
3、nueduntil1993.Thispolicywascontributedtoexpanditsindustrialactivitieswhilesupplyingmajorrelieftobothmacro-andmicro-levelofsocioeconomicproblemscausedbytheprocessofindustrializationbasedcapitalistictheory.Thispapermainlyaimstoexaminethepolicyaspectsaswellaspracticalexperienceofthispolicyinthepro
4、cessofindustrialisationwithspecialreferencetoJapan’sexperiencesinceitsembarkingonmodernisationin1868.I.IntroductionToday,thedevelopingcountriesintheworldcommonlyuselabourexportingpolicyasoneofmajordevelopmentstrategiesintheirdevelopmentprocess.However,thisisnotanewphenomenoninthedevelopmentsphe
5、reoftheworld.Historically,presentlydevelopedcountries,especiallyJapanandEuropeancountries,havehadanexperienceofinternationallabourmigrationforarelativelylongperiodatthefirststagesoftheirmodernisation,orso-calledindustrialisationwhichcommencedsincethe19century.Industrialisationhasinvolvedstructu
6、ralchangeeffectingonbothmacroandmicrolevelofsocioeconomicenvironment,particularlytransferringofthesurpluslabourforcefromtraditionalsectortomodernsector.Howevertheprocessofthistransferhadnotbeenoccurredinsmoothmanner.Thiswasresultedtoemploymentofthelabourexportpolicyduringthetimeofinitialstageof
7、economicdevelopment.However,developmenteconomistsinrecentyearshavearguedthatmigrationishavingastrongrelationwitheconomicdevelopmentindevelopingcountries.Forexample,CastlesandMiller(2003,p.156)notedthatthemigrationtransitionasaresu
