5、ncesthanthroughanyrationalplan.Duringthisperiodofstrategicdefense,whichlastedfrom22June1941to19November1942,theWehrmachtgenerallyheldthestrategicinitiativeandusedittoadvantage.Theirfirstoffensive,from22Juneto5December1941hadnearlyendedwiththecaptureofMoscow,as
6、wellasresultinginthedefeatoftheSovietArmywhichtheWehrmachtsawbeforeiton22June1941.Theyhadnot,however,countedupontheSovietabilitytoraisenewformationsandmanpowernorthemovementofthefactorieseast.GiventhestrategicsurpriseoftheGermaninvasion,theSovietgovernmenthads
7、hakenbutnotfallen,andthegovernmentalreorganizationwhichfollowedwouldbeoneofthemajorfactorsintheabilityoftheSovietUniontodecidestrategyandconductoperations.NorcouldtheSovietUnionreceivesubstantialhelpfrompotentialalliesduringthisfirstadvancebytheGermans,asGreat
