1、內(nèi)陸核電發(fā)展策略研究劉英偉，董毅漫，曲云歡，劉黎明，李小丁，李光輝(環(huán)境保護部核與輻射安全中心，北京100142)摘要：隨著經(jīng)濟補會發(fā)展，對能源的需求越來越多，內(nèi)陸核電的發(fā)展是我國能源發(fā)展的重要步驟。木文從我國能源發(fā)展的現(xiàn)狀入手，分析了我國內(nèi)陸核電發(fā)展的必要性與可行性，認為在內(nèi)陸建設(shè)核電廠是我國耒來能源發(fā)展的一個必然方向，它能夠起到調(diào)整能源結(jié)構(gòu)、優(yōu)化能源布局、保護環(huán)境的作用。為了更加穩(wěn)妥地發(fā)展內(nèi)陸核電，本文分析了我國內(nèi)陸核電廠與濱海核電廠的差杲，確定了內(nèi)陸核電發(fā)展需要格外關(guān)注的I大I素，根據(jù)上述分析及我國內(nèi)陸核電當(dāng)前的現(xiàn)狀，本文認為確保安全是內(nèi)陸核電發(fā)展的基礎(chǔ)，取得公眾認
2、對是內(nèi)陸核電發(fā)展的關(guān)鍵。因此，本文從女全與公眾認可兩方面提出了內(nèi)陸核電發(fā)展的建議，包括：嚴格遵導(dǎo)現(xiàn)有法律法規(guī)標(biāo)準要求，從整個流域的層而考慮核電的選址，嚴格控制正常運行時的放射性流出物排放，確保核電應(yīng)急計劃的可實施性，考慮嚴朿事故引起的放射性釋放的控制，加強內(nèi)陸核電核與輻射安全法規(guī)標(biāo)準的研究制定，加強內(nèi)陸核電廠核與輜射安全的研發(fā)，加大政府的核安全監(jiān)管力度，加強公眾參與、信息公開。關(guān)鍵詞：核電站；內(nèi)陸核電；安全要求；法規(guī)；能源中圖分類號：TL48InlandNuclearPowerPlantDevelopmentAnalysisLiuYingwei,DongYiman,QuY
