3、residencypermits.ItconsistsofanofficialhouseholdregistrationrecordthatidentifieseachChinesecitizenasaresidentofanareaandincludesidentifyinginformationsuchasname,dateofbirthandnamesofparentsandspouse.Chinesecitizenshavetoberegisteredwiththelocalpublicsecuritybure

4、au,andtheycanhaveonlyoneplaceofpermanentregistration.Thus,thoseseekingemploymentinurbanareasawayfromtheirplaceofpermanentregistrationmustobtaintemporaryregistrationoraresidencypermit,whichisthelegalbasisforresidenceandthekeybasisoflegalidentity.Thispermitisneces

5、saryinordertowork,renthousing,openabankaccount,enterpublicbuildings(e.g.libraries)andreceiveregisteredmail,andalsoservesaspersonalidentification.Migrantworkers(農(nóng)民工nongmingong)andtheiraccompanyingdependentswholackadequateresidencystatuscannotaccesshealthcare,educ

6、ationorothersocialbenefitsbecausetheyarenotregisteredintheareawheretheywork.Byimplication,thesituationofChinesemigrantworkerscorrespondstothedefinition,asstatedinrelevantUNdocumentsandILOconventions,ofaninternationalmigrantworkerintermsofvulnerabilitytodiscrimin
