1、PURCHASINGPROCEDURESMANUALRevisedDecember,2002FOREWORDThePurchasingandContractsDivisionhaspreparedthisPurchasingProceduresManualwhichwillserveasthebasisforpurchasingpoliciesandproceduresforOrangeCounty.AsignificantportionofthismanualimplementstheProcurem
2、entOrdinance.ItisalsobasedontheABA’sModelProcurementCode.Thepurchasingfunctioninvolvestheprocurementofmaterials,supplies,equipment,andservicesatthelowestpossiblecost,consistentwiththequalityneededtomeettherequiredstandardsestablishedandapprovedbytheBoard
3、ofCountyCommissioners.ThisactisthesoleresponsibilityofthePurchasingandContractsDivision.OurgoalisthepromotionofthebestinterestofOrangeCountythroughintelligentactionandfairdealings.ThiswillresultinobtainingmaximumsavingsfortheCounty.Sincerulesandregulatio
4、nsarenecessaryfortheproperoperationofthepurchasingfunctionandsinceitisessentialthatallwhoareinvolvedinthepurchasingoperationbewell-informed,thismanualhasbeendevelopedtoaidallemployeesdirectlyorindirectlyassociatedwiththefunctionofpurchasing.Theobjectives
5、ofthePurchasingandContractsDivisionofOrangeCountyareasfollows:1.TodealfairlyandequitablywithallvendorswishingtodobusinesswithOrangeCounty2.ProvideprofessionalprocurementservicesforalldepartmentsanddivisionswithintheCounty3.Assureadherencetoalllaws,regula
6、tions,andproceduresrelatedtoCountyprocurement4.MaximizecompetitionforallprocurementsoftheCounty5.Obtainmaximumsavingsthroughinnovativebuyingandapplicationofvalueanalysistechniques6.Administerthecontractingfunctionwithinternalefficiency7.Purchasegoodsands
7、ervicesfromcapablevendorsatthelowestprice,consistentwiththequality,performanceanddeliveryrequirementsoftheCounty.TheBoardofCountyCommissionersofOrangeCounty,Florida,recognizescentralizedpurchasingasanecessaryfunctionofeffectivegovernment,and,therefore,de
