7、展第十二個(gè)五年規(guī)劃綱要》，為北京描繪了新的發(fā)展藍(lán)圖。人文北京、科技北京、綠色北京發(fā)展戰(zhàn)略和中國特色世界城市長遠(yuǎn)目標(biāo)得到確立，為首都城市環(huán)境建設(shè)提供了新的機(jī)遇和動(dòng)力的同時(shí)，也提出了更高的要求和挑戰(zhàn)。城市管理精細(xì)化是服務(wù)北京建設(shè)世界城市的需要。北京是國務(wù)院批復(fù)的各城市發(fā)展總體規(guī)劃中唯一的未來世界城市，必須在經(jīng)濟(jì)發(fā)展水平、城市環(huán)境建設(shè)、城市管理效能等方面具有世界水平。隨著城市化的迅速發(fā)展，城市經(jīng)濟(jì)發(fā)展面臨著日益嚴(yán)重的資源和環(huán)境壓力。城市節(jié)能減排問題凸顯，城市交通需求與交通供給矛盾的日益突出，基礎(chǔ)設(shè)施建設(shè)和專項(xiàng)整治監(jiān)管困難，公共安全監(jiān)管難度逐步加大等一系列的問題迫切需要
