4、ntheframeworkoftheCommittee’sstatement“GuidingPrinciplesforPoliciestowardAttractingForeignDirectInvestment”.TheChecklistshouldnotbereadasanendorsementoftheuseofFDIincentives.Italsorepresentsapartialanalysisinthesensethattheviewpointofindividualjurisdict
5、ionsisappliedthroughout.Inotherwords,theChecklistfocusesonsuchchallengesandpitfallsascanbeaddressedbynationalorsub-nationalauthoritiesactingontheirown.Thismeansthattheimportantadditionalissueofcompetitionbetweenjurisdictionsisleftlargelyuntouched.Whilst
6、incentivescompetitionmayinsomecasescontributetoefficiencyintheallocationofFDI,thereareimportantrisksthatthesebenefitscomeatanexcessivecosttotheinternationalcommunityatlarge.TheGuidingPrinciplesforPoliciestowardAttractingForeignDirectInvestmentacknowledg
