3、yforperformanceistheflag,motherhood,andapplepie,butitiseasiersaidthandone.Oneprimaryproblemisdefiningperformanceproperly,sothattheorganizationpaysforresultsandnotforeffort.Onceoverthathurdle,thereremainsthelargeimpedimentoffindingenoughmoneytomaketherewardfortopperforman
4、cemeaningful.Manydifferentapproachesareused—variousvariablepayschemes,annualawardsinlieuofpermanentincreaseinbasepay,andthetraditionalmeritpaysalaryincrease.Theconceptofpayforperformancehasdifferentmeaningstodifferentpeople.Manyeitherfailtorecognizethepayforperformancefa
5、ilswhenthedifferentinrewardbetweenadequateperformanceandoutstandingperformanceisinconsequentialorcannotsolvetheproblemoffundingadequatedifferentiationwhiledealingwithessentialrangemaintenancecosts.Forexample,Loguereportedontheintroductionofperformance-basedpayforunionize
6、demployeesinapublicuniversity.Theoldsystemhadfourannual,essentially“automatic,”5percentstepsfromminimumtomaximum.Thenewsystemadded10percenttothetopofthesalaryrange.Allemployeeswouldmovethroughtheregularrangeautomatically,butgrowthwithinthetop10percentwasbasedonlyonperfor
7、mance.Since20percentofallsalaryincreasefundswereallocatedtoperformanceincreases,topperformerscouldreceiveadditionalamountsoverandabovetheautomaticmovementthroughthestandardportionofthesalaryrange.Suchperformance-basedsalaryincreases(PSIs)wentto12percentoftherepresentedem
