1、摘要當(dāng)前網(wǎng)絡(luò)輿論監(jiān)督在強(qiáng)化社會監(jiān)督、有效遏制腐敗及維護(hù)公眾的合法權(quán)益的同時也陷入了現(xiàn)實的困境，主要的問題包括網(wǎng)民及相關(guān)團(tuán)體組織的行為失范和政府監(jiān)管力度不均兩個方面。網(wǎng)絡(luò)社會中非理性的網(wǎng)民、受利益驅(qū)使的商業(yè)網(wǎng)站，加之政府官員對網(wǎng)絡(luò)輿論監(jiān)督的漠視、相關(guān)制度的缺位使得問題日趨嚴(yán)重。這些問題的出現(xiàn)不僅是因為權(quán)利與權(quán)力之間存在沖突，還與相關(guān)制度、“數(shù)字鴻溝”的存在及社會文化、心理因素息息相關(guān)。針對網(wǎng)絡(luò)輿論監(jiān)督中暴露的問題，我們要在保障公民合法權(quán)益的同時凈化網(wǎng)絡(luò)社會、規(guī)范網(wǎng)絡(luò)輿論監(jiān)督。政府應(yīng)適度加強(qiáng)政府監(jiān)督，防止別有用心者，如適時實
2、行網(wǎng)絡(luò)實名制、設(shè)立“網(wǎng)絡(luò)新聞發(fā)言人”制度以及健全網(wǎng)絡(luò)舉報和受理機(jī)制。其次，大力開展相關(guān)網(wǎng)絡(luò)輿論監(jiān)督的思想道德教育、加強(qiáng)網(wǎng)絡(luò)輿論監(jiān)督的法制建設(shè)。第三，提高互聯(lián)網(wǎng)的接入率、建立有效的防火墻以加速信息化進(jìn)程及網(wǎng)絡(luò)安全，縮小或消除數(shù)字鴻溝。除此，注重對傳統(tǒng)文化的轉(zhuǎn)化與傳承，通過優(yōu)化領(lǐng)導(dǎo)結(jié)構(gòu)和廉政文化的培養(yǎng)促進(jìn)官本位思想向民本位思想轉(zhuǎn)化，對網(wǎng)絡(luò)文化加以正確的引導(dǎo)以促進(jìn)網(wǎng)絡(luò)輿論監(jiān)督的健康發(fā)展。關(guān)鍵字：網(wǎng)絡(luò)輿論監(jiān)督；行為失范：政府監(jiān)管AbstractAlthoughthecurrentnetworksupervisionofpubli
