1、中文摘要本文以寧波市鄞州區(qū)為研究對(duì)象，對(duì)快速城市化地區(qū)城鄉(xiāng)協(xié)調(diào)發(fā)展規(guī)劃進(jìn)行研究。在城鄉(xiāng)協(xié)調(diào)發(fā)展相關(guān)理論綜述的基礎(chǔ)上，重點(diǎn)探討了城鄉(xiāng)一體化思想淵源，國(guó)內(nèi)外的理論研究與規(guī)劃實(shí)踐的情況，探討如何真正將城鄉(xiāng)協(xié)調(diào)發(fā)展的理論能落實(shí)到我們的城鄉(xiāng)規(guī)劃中去．鄞州區(qū)的城鄉(xiāng)發(fā)展，在一定程度上緩解了扭曲的城鄉(xiāng)二元結(jié)構(gòu)，促進(jìn)了整個(gè)地區(qū)的城鎮(zhèn)化進(jìn)程，但也存在著一些不足之處。本文按照城鄉(xiāng)一體化的要求，對(duì)鄞州區(qū)的城鄉(xiāng)協(xié)調(diào)發(fā)展規(guī)劃進(jìn)行探索，主要包括城鄉(xiāng)空間布局、城鄉(xiāng)支撐設(shè)施和城鄉(xiāng)環(huán)境資源的協(xié)調(diào)規(guī)劃，提出了規(guī)劃的基本構(gòu)想。規(guī)劃首先要突出整體與局部相結(jié)合的理論，超前對(duì)城鄉(xiāng)發(fā)展空間進(jìn)行
2、引導(dǎo)、控制，還要考慮每個(gè)開發(fā)單元與其所在區(qū)域的整體協(xié)調(diào)關(guān)系。其次要突出各方協(xié)調(diào)、“三規(guī)”合一的理論。以空間為紐帶加強(qiáng)與“十一五”規(guī)劃、土地利用規(guī)劃和城市總體規(guī)劃的統(tǒng)一，與其它部門規(guī)劃的銜接，提高綜合協(xié)調(diào)性。第三要突出生態(tài)優(yōu)先的理念。正確構(gòu)建人與自然之間的生態(tài)經(jīng)濟(jì)關(guān)系，人地和諧，保證可持續(xù)發(fā)展。第四要突出規(guī)劃過程中上下互動(dòng)的理念。突破傳統(tǒng)的由上而下的編織方法，規(guī)劃過程中反復(fù)聽取各鄉(xiāng)鎮(zhèn)發(fā)展空間要求和利益訴求，上下多次互動(dòng)，求得利益均衡。城鄉(xiāng)協(xié)調(diào)發(fā)展理論是城鄉(xiāng)規(guī)劃的主要理論之一，快速城市化地區(qū)的城鄉(xiāng)協(xié)調(diào)規(guī)劃探索一定會(huì)對(duì)完善城鄉(xiāng)規(guī)劃產(chǎn)生新的影響，帶來新的
