2、下安"，縣域單位在社會(huì)管理創(chuàng)新的作用至關(guān)重要。隨著鄂爾多斯市被列為全國(guó)35個(gè)社會(huì)管理創(chuàng)新綜合試點(diǎn)城市以來(lái)，東勝區(qū)作為“呼包鄂”城市群重要一極，全力推動(dòng)社會(huì)建設(shè)和管理工作，社會(huì)建設(shè)管理新格局已經(jīng)初步形成。但是，東勝區(qū)正處在結(jié)構(gòu)轉(zhuǎn)型的重要時(shí)期，因經(jīng)濟(jì)快速發(fā)展和城市化進(jìn)程不斷加快，引發(fā)的社會(huì)矛盾和不和諧、不穩(wěn)定因素不斷增多，給社會(huì)管理提出新的課題，亟待解決。本文在借鑒國(guó)內(nèi)外學(xué)者已有研究成果的基礎(chǔ)上，緊密結(jié)合鄂爾多斯市東勝區(qū)推進(jìn)社會(huì)管理創(chuàng)新主要做法及發(fā)展中存在的問(wèn)題，從縣域的角度探討了推動(dòng)社會(huì)管理創(chuàng)新發(fā)展的可行性對(duì)策。關(guān)鍵詞：縣域，鄂爾多斯，東勝，社會(huì)管理，創(chuàng)新
