1、南昌大學(xué)碩士學(xué)位論文我國(guó)公立醫(yī)院“管辦分離”改革模式的研究姓名:熊玲申請(qǐng)學(xué)位級(jí)別:碩士專(zhuān)業(yè):行政管理指導(dǎo)教師:廖曉明;賈清萍20120603摘要計(jì)劃經(jīng)濟(jì)體制下,政府直接創(chuàng)辦公立醫(yī)院,實(shí)行“管辦合一”模式,政府承擔(dān)管理和舉辦的雙重職能。隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展,此種模式日益暴露出許多影響公立醫(yī)院進(jìn)一步發(fā)展和群眾就醫(yī)的問(wèn)題,比如醫(yī)院缺乏經(jīng)營(yíng)自主權(quán)、醫(yī)療服務(wù)水平低下、政府財(cái)政撥款不足、管理人員不具備管理學(xué)理論知識(shí)等等。近年來(lái),國(guó)內(nèi)各典型城市紛紛對(duì)公立醫(yī)院管理體制進(jìn)行改革,積極探索和嘗試“管辦分離”模式,為此公立醫(yī)院“管辦分離”
2、改革在我國(guó)成為醫(yī)院改革的熱點(diǎn)和關(guān)鍵,具有非常重要的理論意義和現(xiàn)實(shí)意義。本文從我國(guó)公立醫(yī)院“管辦合一’’歷程回顧及存在弊端開(kāi)始分析,探討出公立醫(yī)院實(shí)施“管辦分離”改革的必要性。并總結(jié)國(guó)內(nèi)典型城市公立醫(yī)院管理體制改革的實(shí)踐經(jīng)驗(yàn)以及參考發(fā)達(dá)國(guó)家和地區(qū)公立醫(yī)院管理的做法,歸納出公立醫(yī)院實(shí)施“管辦分離’’的兩種路徑。并通過(guò)研究得出公立醫(yī)院實(shí)施“管辦分離’’,要做到真正分開(kāi)“管”與“辦"機(jī)構(gòu)間職能;真正轉(zhuǎn)變政府職能;確保公立醫(yī)院的公益性;完善公立醫(yī)院的“管辦分離”的法人治理結(jié)構(gòu);建立有效的核查機(jī)制,防范公立醫(yī)療機(jī)構(gòu)的腐敗行為等,才能確保公
