2、改革在我國(guó)成為醫(yī)院改革的熱點(diǎn)和關(guān)鍵，具有非常重要的理論意義和現(xiàn)實(shí)意義。本文從我國(guó)公立醫(yī)院“管辦合一’’歷程回顧及存在弊端開(kāi)始分析，探討出公立醫(yī)院實(shí)施“管辦分離”改革的必要性。并總結(jié)國(guó)內(nèi)典型城市公立醫(yī)院管理體制改革的實(shí)踐經(jīng)驗(yàn)以及參考發(fā)達(dá)國(guó)家和地區(qū)公立醫(yī)院管理的做法，歸納出公立醫(yī)院實(shí)施“管辦分離’’的兩種路徑。并通過(guò)研究得出公立醫(yī)院實(shí)施“管辦分離’’，要做到真正分開(kāi)“管”與“辦"機(jī)構(gòu)間職能；真正轉(zhuǎn)變政府職能；確保公立醫(yī)院的公益性；完善公立醫(yī)院的“管辦分離”的法人治理結(jié)構(gòu)；建立有效的核查機(jī)制，防范公立醫(yī)療機(jī)構(gòu)的腐敗行為等，才能確保公
