2、nShanghaiandmakerecommendationstoimproveefficiencyofhospitalresourceutilization.Andsecondly,toexploretherelationshipbetweenthereformof“divisionbetweenpublichospitalregulationandmanagementaffaires”practicedinShanghaiinrecentyearsandtheefficiencychangeinthesepublichospitals,inordertoprovidethe
3、basisformakingthepolicybetter.MethodsInthisstudy,theresearchmethodsusedliteraturereviewandcomparativestudy.Focusedon18publichospitalsinShanghai,collectedtheirannualreportsfrom2004to2007andinterviewsliterature,usedratioanalysisandstochasticfrontiercostmodelofpaneldatatomeasuretechnicalefficie
4、ncy,andfindoutmaincausesofinefficiencyusingmultiplyregressionanalysis.ResultsTheoreticalStudiesfindthatthereformof“divisionbetweenpublichospitalregulationandmanagementaffaires”inChinahasvaryingmodesandmanyproblemsexposedinthepractices.FurtherempiricalAnalysistowardShanghaiindicatedthatitsref
