2、entID：20071539Supervisor：Lect.WuweiMajor：InternationaleconomyandtradeChongqinginstituteoftechnologyuniversitycitycollegeofeconomicmanagementJune2010摘要技術(shù)貿(mào)易壁壘體系包括技術(shù)標(biāo)準(zhǔn)與法規(guī)、合格評(píng)定程序、包裝和標(biāo)簽要求、產(chǎn)品檢疫檢驗(yàn)制度、信息技術(shù)壁壘、綠色壁壘等內(nèi)容，它具有廣泛性、系統(tǒng)性、合法性、雙重性、隱蔽性和靈活性、爭(zhēng)議性等特點(diǎn)。技術(shù)性貿(mào)易壁壘是國(guó)際貿(mào)易中新興的一類貿(mào)易限制性措施。我國(guó)加入WTO后，可以充分利用W
3、TO的相關(guān)規(guī)定突破技術(shù)壁壘。通過(guò)WTO的透明度原則，提前獲知其他成員國(guó)的技術(shù)壁壘最新動(dòng)向，利用《TBT協(xié)議》給予發(fā)展中國(guó)家的特殊的優(yōu)惠待遇，用好用足“例外條款”，保護(hù)我國(guó)民族工業(yè)。根據(jù)協(xié)議中發(fā)達(dá)國(guó)家應(yīng)在法規(guī)、標(biāo)準(zhǔn)、認(rèn)證和檢驗(yàn)制度上給予發(fā)展中國(guó)家援助的規(guī)定，從發(fā)達(dá)國(guó)家獲得一些經(jīng)濟(jì)發(fā)展必要的技術(shù)、質(zhì)量、管理、認(rèn)證、檢驗(yàn)等方面的信息及指導(dǎo)，促進(jìn)我國(guó)科技水平、技術(shù)法規(guī)和標(biāo)準(zhǔn)、認(rèn)證水平及管理水平的提高。關(guān)鍵詞:技術(shù)貿(mào)易，壁壘，出口貿(mào)易 ABSTRACTTechnicalbarrierstotradesystemincludingtechnicalstandards
