1、摘要迄今為止政府投資既是～個政府職能問題，又是一個資源配置問題，事關經(jīng)濟社會發(fā)展全局。政府部門和社會公眾一直都十分重視和關注如何以科學發(fā)展觀為指導，并借鑒國內外的成熟監(jiān)管經(jīng)驗，深化投資體制改革，推進體制和機制創(chuàng)新，構建適應市場經(jīng)濟要求的政府投資項目監(jiān)管體系，進一步增強政府投資項目監(jiān)管的效果，促進政府投資經(jīng)濟、社會和生態(tài)等各方面效益的增長。本文運用國內外有關政府投資項目監(jiān)管的相關理論，從了解我國政府投資項目監(jiān)管模式和流程現(xiàn)狀入手，對我國政府投資項目監(jiān)管目前存在的問題進行分析，借鑒發(fā)達國家項目監(jiān)管的先進經(jīng)驗，提出以下觀點和論點。1、目前我國
2、政府投資項目存在著過程監(jiān)管不全面，監(jiān)管體制不順暢、法制基礎不健全、社會監(jiān)督機制不完善等問題，制約了政府投資項目監(jiān)管真正發(fā)揮效力，影響了項目的實際效益的形成。2、發(fā)達國家在政府投資項目監(jiān)管方面形成的健全的法律法規(guī)體系、全方位多主體的監(jiān)管體系和覆蓋項目全過程的監(jiān)管范圍值得我們在政府投資項目監(jiān)管實踐中借鑒。本文的結論是要進一步完善我國的政府投資項目監(jiān)管體系，應當在法制建設、組織機構、政府投資制衡機制、輿論監(jiān)督、監(jiān)管方法和考核體系等六大方面采取新的措施不斷改進。關鍵詞：政府投資、項目監(jiān)管、投資制衡IlAbstract——————————————
