1、中文摘要II改革開放以來，在黨和國家的不斷推動下，地方人大迎來了制度建設和發(fā)展的新的歷史時期，地方人大工作取得了較大發(fā)展。但是近年來地方人大監(jiān)督機制的發(fā)展已經(jīng)無法滿足人民群眾對人大監(jiān)督的客觀要求，所以研究地方人大監(jiān)督的現(xiàn)狀、存在的問題及充分發(fā)揮地方人大的監(jiān)督職能和作用，探尋一條更為優(yōu)化的地方人大監(jiān)督路徑成為了迫切的需要。地方各級人大常委會的監(jiān)督工作除了采取審查監(jiān)督、質(zhì)詢監(jiān)督和處理監(jiān)督等會議監(jiān)督外，還有調(diào)查監(jiān)督、廉政監(jiān)督、經(jīng)濟監(jiān)督、司法監(jiān)督等多種會議外的監(jiān)督方式。但是由于我國的相關法律法規(guī)不健全、不完善，監(jiān)督機制內(nèi)部分工不明確、不清
