1、MANAGINGCHANGE:PreservationandRightsizinginAmericaChairman’sMessageTheAdvisoryCouncilonHistoricPreservation(ACHP)ispleasedtopresentthisreportaddressingrightsizingandhistoricpreservationinAmerica.Thisissueofrightsizinganditsimplicationsforhistoricpreservationhavebeenthefocusofconside
2、rableattentionsince2011whenthedevastatingeffectsoftheeconomicdownturnonhistoricpropertieswithinlegacycitiesbecameapparenttothepreservationcommunity.ResidentsurgedtheACHPtoassistinmanagingtheeffectsofmajorchangesoccurringtohistoricpropertiesinlocalneighborhoodsacrossthecountry.Recogn
3、izingtheimportantroletheACHPcouldplayinadvisingstakeholdersonhowtoincorporatehistoricpreservationgoalsandrequirementsintocommunityefforts,Idesignatedataskforcein2011toaddressthisissue.Theresultofoureffortsisincorporatedinthisreport,ManagingChange:PreservationandRightsizinginAmerica,
4、whichmakeskeyrecommendationsforensuringthathistoricpreservationisavitalpartofthesolutionforcommunitieslookingtoreinventthemselves.ThereportdocumentstheACHP’sfindingsbasedonsitevisitstolegacycities,participationinconferencesandmeetings,andresearch.Inaddition,itmakesrecommendationstof
5、ederalagenciesandthediversestakeholdersinvolvedinrightsizinginlegacycitiesandothercommunities.ThephenomenonofrightsizingissimilartochallengespresenteddecadesagobytheUrbanRenewalProgramthatresultedinthesubstantiallossoflocalhistoricassets.Thelessonslearnedduringthatperiodhaveposition
6、edusnowtoensurethathistoricpreservationinformstherevitalizationofourcommunitiesandisnotconsideredanimpedimenttoeconomicrecovery.InSection1(b)oftheNationalHistoricPreservationAct(NHPA),Congressspecificallystatesthatthespiritanddirectionofthenationarefoundeduponandreflectedinitshistor
7、icheritage.Nowhereisthistruthmoreimportantthaninourlegacycities,wheretheveryidentityofthecommunityisoftentiedtoitsrichheritageandtheplacesthatevidencethatheritage.Despitethat,incommunitiesaroundthenation,historicbuildingsarebeingabandoned,designatedasblighted,andultimatelydemolished
