2、學(xué)學(xué)位評(píng)定委員會(huì)辦公室--o一三年五月中文摘要JIIllllllllllllllllllllllllllllllllllllIY2326297社會(huì)救助作為社會(huì)保障體系中最基本的生活需求保障，它的發(fā)展與社會(huì)弱勢(shì)群體的生存狀況息息相關(guān)。1999年，我國(guó)開(kāi)始實(shí)施《城市最低生活保障條例》并取得了較為顯著的成績(jī)。但是，一群游走在城市低保邊緣的特殊人群卻被長(zhǎng)期排除在低保大門之外，因享受不到低保戶享有的生活、住房、教育、醫(yī)療等方面的各項(xiàng)優(yōu)惠政策，過(guò)著舉步維艱的生活。長(zhǎng)株潭地區(qū)是中部地區(qū)迅速崛起的新的經(jīng)濟(jì)增長(zhǎng)極，但是
3、伴隨著經(jīng)濟(jì)的飛速發(fā)展，城市中貧富差距日益擴(kuò)大，陷入貧困之中的低保邊緣人群也越來(lái)越多，這類人群正等待著國(guó)家有關(guān)政策的扶持。就目前長(zhǎng)株潭地區(qū)的社會(huì)救助體系來(lái)看，低保邊緣人群的社會(huì)救助問(wèn)題基本處于一個(gè)“真空”狀態(tài)，成為了龐大的社會(huì)保障體系中的一個(gè)新的盲區(qū)。因此，本文通過(guò)對(duì)長(zhǎng)株潭地區(qū)城市的低保邊緣人群進(jìn)行走訪、問(wèn)卷調(diào)查等工作，認(rèn)真分析了該地區(qū)低保邊緣人群形成的原因、特點(diǎn)及存在的一系列問(wèn)題，結(jié)合我國(guó)的基本國(guó)情提出了改善我國(guó)城市低保邊緣人群社會(huì)救助的對(duì)策建議。關(guān)鍵詞：低保邊緣人群；社會(huì)救助；長(zhǎng)株潭地區(qū)ABSTRA
