7、種風(fēng)險(xiǎn)并列為金融機(jī)構(gòu)面臨的三種主要風(fēng)險(xiǎn)則是最近幾年的事情。尤其近幾年來,銀行操作風(fēng)險(xiǎn)引發(fā)的嚴(yán)重后果、帶來的巨大損失,都使國際會(huì)融界越來越關(guān)注銀行操作風(fēng)險(xiǎn)問題,日益重視操作風(fēng)險(xiǎn)管理的研究和實(shí)踐。特別是2004年6月巴塞爾委員會(huì)正式頒布的《新資本協(xié)議》將操作風(fēng)險(xiǎn)與信用風(fēng)險(xiǎn)、市場風(fēng)險(xiǎn)并列為銀行面臨的三大風(fēng)險(xiǎn),明確將操作風(fēng)險(xiǎn)的衡量和管理納入金融機(jī)構(gòu)的風(fēng)險(xiǎn)管理框架中,并要求金融機(jī)構(gòu)為操作風(fēng)險(xiǎn)配置相應(yīng)的資本會(huì)水平,使得金融界對(duì)它的關(guān)注顯著提高,并對(duì)量化操作風(fēng)險(xiǎn)提出了迫切要求。從國際上來看,上世紀(jì)末,當(dāng)大多數(shù)銀行和巴
