1、摘要目前，我國鐵路建設(shè)項目管理體制還不健全，作為鐵路建設(shè)中的新生事物，客運專線具有高標準、高質(zhì)量等特點，迫切需要構(gòu)建與之相適應(yīng)的管理方法。但是國內(nèi)外對我國客運專線建設(shè)管理的研究還處于起步階段，不能滿足客運專線建設(shè)的需要。本課題以客運專線建設(shè)單位的管理作為研究對象，依據(jù)標準化理論和項目管理理論，探索用制定和實施管理標準的方式，來推動客運專線建設(shè)單位實施規(guī)范的項目管理，研究適應(yīng)客運專線建設(shè)需要且能促進客運專線建設(shè)快速發(fā)展的有效的標準化管理知識體系和內(nèi)容框架，并提出客運專線建設(shè)單位標準化管理的成熟度模型，從而不斷促進客運專線建設(shè)管理水平的提升，實現(xiàn)鐵路建設(shè)項目管理體制的改革。本研究課題主
2、要解決了以下問題：首先，通過對標準化和項目管理理論的分析，辨析了二者之間的關(guān)系，提出了用標準化指導(dǎo)客運專線建設(shè)單位實施項目管理，明確了課題研究的理論基礎(chǔ)。其次，根據(jù)客運專線建設(shè)管理的實踐，研究了客運專線建設(shè)單位標準化管理的知識體系，為客運專線建設(shè)單位順利實施標準化項目管理提供有針對性的指導(dǎo)。重點圍繞客運專線建設(shè)單位標準化管理的基本定義、內(nèi)容對象、目標原則、工作要點、組織環(huán)境、實施程序和工具方法等進行了研究，提出相應(yīng)的措施和方法，為客運專線建設(shè)管理提供了相應(yīng)的方法。隨后，在提出客運專線建設(shè)單位標準化管理知識體系的基礎(chǔ)上，研究了客運專線建設(shè)單位標準化管理的實施結(jié)果——管理標準體系，并且
3、根據(jù)建設(shè)單位管理工作的維度，分別從過程管理和職能管理兩個方面分析了客運專線建設(shè)單位管理標準的核心內(nèi)容，為客運專線建設(shè)單位制定管理標準提供了內(nèi)容框架。最后借鑒項目管理成熟度模型的經(jīng)驗，對照提出了客運專線建設(shè)單位標準化管理的成熟度模型，明確了該成熟度模型的五級劃分，并從關(guān)鍵實踐域角度研究了該模型的內(nèi)部結(jié)構(gòu)；并探討其評價指標和評價方法，為客運專線建設(shè)單位標準化管理提供評價和改進的工具。關(guān)鍵詞：客運專線建設(shè)單位，標準化管理，標準化，項目管理，管理標準，成熟度模型ABSTRACTUptonow,themanagementofrailwayconstructionisstilloutoford
