2、ndoPradaABSTRACTTheprovisionofoperatingreserveinpowersystemsisrevisitedinthecontextofthederegulatedpowerindustryandofcompetitivepowermarkets.Theoperatingreserveisstand-bycapacitythatmustbekeptreadytogenerateenergytoprovideforun-plannedoutagesofgeneratingunits.Theformerproblemofestablishingreservere-
3、quirementsintheregulatedindustryhasturnedintothequestionofwhatkindofmechanismsshouldbedevisedtoallocateandpricethisserviceincompetitivepowermarkets.Thisreportanalyzestheallocationofoperatingreservesatthesystemoperatorlevel.Inthepast,reserverequirementshavebeendefinedusingdeterministiccriteriasuchas"
4、peakloadpercentage"or"lossoflargestunit",whichfailtoconsistentlyde-finetheriskofsupplyshortagesinthesystem.Furthermore,thesequantity-constrainedmethodsdonotexplicitlyaddresseconomiccriteriaand,whenemployedincompetitivemarkets,theydonotcapturetheworthofaddedreliabilityprovidedbycapacityreserves.Thisw
5、orkproposestheallocationofoperatingreservesthroughcapacitymarketsusingastochasticdemandmodel.Theinsurance-likecharacteristicsoftheoperatingreserveareusedtoderiveavaluationmodelwhichisanalyticallyconsistentandre-flectstheeconomicvaluetocustomersofaddedreliability.Themodelcanbeex-pressedintheformofade
