1、當前，我國正處于社會轉型期，人民內部矛盾呈現(xiàn)復雜化、多樣化態(tài)勢。由各類矛盾及問題引發(fā)的群眾信訪問題越來越多，涉及公安機關的信訪問題同樣突出，公安信訪總量居高不下，公安信訪工作面臨前所未有的嚴峻挑戰(zhàn)。如何正確應對這種嚴峻形勢，使公安信訪工作有序進行，是公安機關應對挑戰(zhàn)、把握機遇的要求之一。本文首先簡要冋顧了公安信訪歷史，并結合政治參與、社會沖突等相關理論，從積極和消極兩方面闡述了公安信訪作用。重點分析了公安信訪特點及公安信訪工作存在的問題，認為當前公安信訪主要有四個特點：信訪訴求相對集中、信訪訴求表達方式激烈、重信重訪現(xiàn)象嚴重、信訪積案
2、化解極為閑難等。公安信訪體制存在的問題：隊伍建設滯后、機構設置不合理、接待場所建設不規(guī)范等。從社會轉型期、信訪制度、司法制度、公安機關自身、信訪人群體特點等五個層面深入剖析了產生公安信訪的原因。文章還對公安信訪的未來趨勢進行了分析。最后從治理層而探討破解公安信訪難題的有效途徑，提出了強化公安信訪源頭治理、完善公安信訪處理機制、推進涉法涉訴信訪事項導入法律程序等治理公安信訪問題的措施。信訪的本質是人治的，這種形式不宜盲目擴大，而是要不斷完善社會主義法治，把信訪集中反映出來的問題法律化，用法律來加以保障。信訪機構應該成為一個上傳下達，表達
