1、東北人學(xué)MPA專業(yè)學(xué)住論文摘要淺談我國的腐敗問題及對策摘要腐敗是指國家機關(guān)工作人員借職務(wù)之便獲取個人利益，從而使國家政治生活發(fā)生病態(tài)變化的過程。目前，腐敗問題是各國都存在的通病，而我國腐敗現(xiàn)象發(fā)展迅猛的勢頭，既危及和破壞法律的權(quán)威性和有效實趨。又破壞我國社會主義的經(jīng)濟基礎(chǔ)，動搖著我國社會的政治基礎(chǔ)和倫理道徳基礎(chǔ)，關(guān)系到黨和國家的生死存亡，對國家和社會構(gòu)成了現(xiàn)實的威脅。腐敗與反腐敗Z間的較量在進入9()年代以后日益激烈，黨和政府以強大的行政力量和司法力量不斷與愈演愈烈的腐敗現(xiàn)彖作斗爭，但腐敗行為依然有
2、蔓延趨勢，不斷被媒體披露出來的和未來被披露的大案要案對整個社會形成極大的震動，腐敗問題已成為影響某些地方的經(jīng)濟社會發(fā)展和人心穩(wěn)定的隱患。把發(fā)生腐敗現(xiàn)象的可能性降低到最低限度，是構(gòu)建和諧社會的必然要求。本文試對腐敗的界定、腐敗的成因、國外反腐敗的經(jīng)驗和我國反腐敗斗爭的對策等方面作出分析，并提出反腐敗，要以加強道徳建設(shè)為基礎(chǔ)，提高待遇，完善制度，減小反腐成木，增大腐敗成本，使國家機關(guān)T作人員不想腐敗，不能腐敗，不敢腐敗，以達到抑制腐敗，并最終消滅腐敗，實現(xiàn)和諧社會的觀點。關(guān)鍵詞：屮國；腐?。粚Σ逫I東北
