2、useanytypeofIRsystem,regardlessofitsfaultsormerits,withinanenvironmentinwhichhavinginformationrequiresmoreeffortthannothavingit.AnexpansionofMooers'originallawisproposed,basedupona“ScaleofInformationRetrievalEnvironments,”whichincludesnotonlythosetypesofenvironme
3、ntsaddressedbyMooers,butthoseinwhichapremiumisplaceduponhavinginformation,aswellasthoseinwhichtheeffortrequiredfromhavinginformationvs.nothavingitisfairlyevenlybalanced.1.IntroductionIn1959,CalvinMooers,oneofthepioneersofInformationRetrieval,setforthwhathecalleda
4、“contradictoryprinciple”ofthefledglingscience,andattachedhisownnametoit:Mooers'Law:Aninformationretrievalsystemwilltendnottobeusedwheneveritismorepainfulandtroublesomeforacustomertohaveinformationthanforhimnottohaveit(Mooers1959b,p.1).Sincethattime,hislawhasbeenw
5、idelyreferenced,especiallyinrecentyearsasInformationRetrievalhasbecomemorecentraltooursocietyandourindividuallives;aby-no-meansexhaustivesurveyoftheWorldWideWebandtheliteratureofvariousdisciplines(Business,Education,ComputerScience,andLibraryScience)revealssevera
6、ldozencitationsfromthelastdecadealone.AninterestingthinghashappenedtoMooers'Law,however,alongthewaytoacceptance:thelawthatisbecomingwidelyheldastruebyinformationprofessionalsisnotthesameonethatMr.Mooersproposed.Thedifferencebetweentheactuallawanditsmutationcenter
7、sspecificallyuponamisinterpretationoftheword“have,”amisinterpretationwhichperhapsresultsprimarilyfromreadingthelawexcerptedfromtheoriginalarticleinwhichitappeared,andapplyingittoaconcernthatisdistinctlyseparatefromtheoneMr.Mooerswasattemptingtoaddress.Whatfollows
