4、tsanddevelopmentalinterests,theinternationalinstitutionalframeworkforaddressingglobalgreenhousegasemissionshasconsistentlyfailedtobalancethedemandsofimpartialityandsustainability.Butasustainablecarbonbudgetproposalisundoubtedlyachievableifthetotalglobalcarbonbudget(thetotalamountof
5、carbonpermittedbyclimatesecurity)ismadeanabsoluteconstraint.Ifaninitialallocationismadeamongallmembersoftheglobalvillageonapercapitabasis,alimitedtotalbudgetcouldnotonlymeetbasicneedsbutalsoensureequity.Takingintoaccounthistoricalemissionlevelsandfutureneeds,weshouldimplementcarbon
6、budgettransferpaymentsanddeviseacorrespondingfinancialmechanismtoensureefficientallocation.Inaddition,withtheelementsofemissioncap&tradesystem,measurable,reportable,andverifiablemechanisms（MRV）,andcompliancemechanism,thecarbonbudgetproposalpresentedhereisacomprehensiveandholisticpa
