2、鄭重聲明。學(xué)位論文作者（簽名）：年月日摘要一般認(rèn)為，我國(guó)對(duì)于政府信息公開工作的研究開始于上世界末期，主要是伴隨著政府政務(wù)公開的發(fā)展而興起。國(guó)務(wù)院于2005年5月頒布實(shí)施了《中華人民共和國(guó)政府信息公開條例》。《條例》的頒布施行，對(duì)政府信息公開的范圍和主體、方式和程序、監(jiān)督和保障等內(nèi)容做出了具體規(guī)定，為深入推行政府信息公開提供了行政法規(guī)層面上的依據(jù)。筆者在本文中將首先對(duì)我國(guó)的政府信息公開發(fā)展歷程做一個(gè)回顧，之后分析當(dāng)前我國(guó)政府信息公開發(fā)展的現(xiàn)狀，然后從《中華人民共和國(guó)政府信息公開條例》入手，對(duì)《條例》頒布以來(lái)的實(shí)
3、施情況以及在實(shí)施中各方面所存在的問(wèn)題進(jìn)行研究，以求以點(diǎn)帶面的觀察我國(guó)政府信息公開制度的內(nèi)容，接著將我國(guó)的政府信息公開情況同美國(guó)的做一個(gè)比較研究，最后將就網(wǎng)絡(luò)新環(huán)境下的政府信息公開工作所面臨的新情況和新問(wèn)題進(jìn)行研究和探討，探究面對(duì)新環(huán)境下我國(guó)政府信息公開制度存在的挑戰(zhàn)和對(duì)策，面對(duì)府信息公開實(shí)踐中遇到的問(wèn)題和制度上所存在的缺陷，一定要通過(guò)不懈的努力去改進(jìn)我國(guó)的政府信息公的開方式、方法，不斷完善我國(guó)政府信息公開的制度，為推進(jìn)我國(guó)的社會(huì)主義民主政治和社會(huì)主義法治建設(shè)，構(gòu)建和諧社會(huì)打下堅(jiān)實(shí)的基礎(chǔ)。關(guān)鍵詞：政府信息公開；
