1、捅要教育經(jīng)費(fèi)是影響高等教育事業(yè)發(fā)展的關(guān)鍵因素。隨著高等教育成本的上升和高等教育的大眾化,經(jīng)費(fèi)短缺問(wèn)題成為制約我國(guó)高校發(fā)展的一大瓶頸。我國(guó)高等教育發(fā)展迅速,主要靠政府財(cái)政投入的傳統(tǒng)辦學(xué)體制已難以滿足現(xiàn)有的需要,在此情況下,高等教育籌資多元化成為我國(guó)高等教育的主要財(cái)政政策,而社會(huì)捐贈(zèng)教育資金發(fā)揮著日益重要的作用。而且公立高校一直是我國(guó)高等教育的主要形式,研究公立高校社會(huì)捐贈(zèng)問(wèn)題,對(duì)于緩解當(dāng)前高等教育的資金壓力、探索適合我國(guó)國(guó)情的籌資方式具有重要意義。本文對(duì)我國(guó)公立高校社會(huì)捐贈(zèng)的理論基礎(chǔ)、發(fā)展歷程、現(xiàn)狀進(jìn)行了系統(tǒng)分析,并在
2、借鑒美國(guó)高校開(kāi)展社會(huì)捐贈(zèng)成功經(jīng)驗(yàn)的基礎(chǔ)上,提出了適合我國(guó)國(guó)情的公立高校開(kāi)展社會(huì)捐贈(zèng)的對(duì)策、建議。運(yùn)用公共產(chǎn)品理論、產(chǎn)品供給理論、外部效應(yīng)理論對(duì)公立高等教育的性質(zhì)進(jìn)行了分析,揭示了公立高等學(xué)校具有開(kāi)展社會(huì)捐贈(zèng)的必要性;同時(shí)我國(guó)經(jīng)濟(jì)的穩(wěn)步發(fā)展及社會(huì)需求的提高為高校開(kāi)展社會(huì)捐贈(zèng)提供了客觀必然性和現(xiàn)實(shí)可能性。通過(guò)對(duì)兩所大學(xué)開(kāi)展社會(huì)捐贈(zèng)現(xiàn)狀的個(gè)案研究可知,目前我國(guó)公立高校社會(huì)捐贈(zèng)存在如下問(wèn)題:政府層面尚未形成有利于高校社會(huì)捐贈(zèng)的健全的政策體系和制度環(huán)境;公立高校層面對(duì)社會(huì)捐贈(zèng)的重視程度不夠,尚未建立完善的社會(huì)捐贈(zèng)運(yùn)作機(jī)構(gòu)和體制
3、機(jī)制;社會(huì)層面社會(huì)捐贈(zèng)的文化氛圍不夠濃厚,文化環(huán)境尚不健全。分析了美國(guó)高校開(kāi)展社會(huì)捐贈(zèng)的成功經(jīng)驗(yàn),并針對(duì)我國(guó)公立高校社會(huì)捐贈(zèng)存在的問(wèn)題,提出了適合我國(guó)國(guó)情的對(duì)策:政府應(yīng)加快構(gòu)建鼓勵(lì)高校社會(huì)捐贈(zèng)的政策體系和制度環(huán)境;高校應(yīng)提高對(duì)社會(huì)捐贈(zèng)在高等教育經(jīng)費(fèi)來(lái)源中具有重要作用的認(rèn)識(shí),積極主動(dòng)開(kāi)展社會(huì)捐贈(zèng),加快構(gòu)建社會(huì)捐贈(zèng)的籌集運(yùn)作機(jī)構(gòu)和體制機(jī)制;同時(shí)呼吁社會(huì)各界轉(zhuǎn)變觀念,提高認(rèn)識(shí),構(gòu)建健全有效的社會(huì)捐贈(zèng)文化環(huán)境。關(guān)鍵詞:教育經(jīng)費(fèi);捐贈(zèng);高校社會(huì)捐贈(zèng);公立高校\『惝Y㈣208㈣77【JAbstractEducationfundi
