2、一種美好社會狀態(tài)，絕不會自發(fā)生成、自然實現(xiàn)。構(gòu)建社會主義和諧社會必須借助于法治的推動與保障。本文放眼經(jīng)濟與社會重大轉(zhuǎn)型這一時代背景，緊扣當前社會生活中存在的各類矛盾與沖突，從法治視角來尋求新時期維護社會穩(wěn)定、構(gòu)建社會主義和諧社會的總體思路與對策。文章對轉(zhuǎn)型期社會沖突現(xiàn)象進行了全而梳理，深入剖析了社會沖突頻發(fā)的根源，指明了當前社會法治秩序的缺失；詳細闡明了法治秩序的內(nèi)涵及作用，認為法治秩序是防范和化解社會沖突、構(gòu)建社會主義和諧社會的根本途徑；最后明確提出要加快法治秩序的建構(gòu)，從加強立法控制、嚴格依法行政、健全法治機制、規(guī)范司法運作等四個環(huán)節(jié)，來冇效防范和
