5、resourcedistribution,makedecisionsontheprioritiesofsocialpolicyimplementationandcarryoutsupervisiononpublicexpenditurebymeansofholdingpolicyforumannually.Participatorybudgetprogramisdesignedtocontaincitizensintotheprocessofpolicy-makingtopromoteadministrativereformanddistributepublicres
6、ourcestothehouseholdswithlowincome.Withtheparticipationofcitizenswithlowincomeandpoliticalactivistswhowouldhavebeenexcludedfromthepolicysystemtraditionallyintheprocessofpolicy-making,sociopoliticalexclusionismwouldbechallenged.AgreatsuccesshasbeenachievedsinceChinaopeneduptotheoutsidewo
7、rld20yearsago.However,illeffectsweregraduallyhighlightedresultingfromtheover-fasteconomicdevelopmentoverthesocialdevelopment,whichareneededtobesettledinthefurtherreformanddevelopment.Thus,itwouldbeveryimportanttoquickensocialdevelopmentandachievetheharmoniousdevelopmentofbothec
