2、2004).Thepastdecadehaswitnessedtheintroductionofsignificantnationalgovernmentsupportfortourismdevelopment.Thishastakentheformofaconstantstreamofnewandenablingpolicyframeworksandstrategydocuments,aswellasinstitutionalsupportmechanisms,allaimingtoexpandthetouri
3、smsysteminsuchamannersoastobebothrobustandcognizantofpro-poordevelopmentaloutcomes(seeRSA,1996;DepartmentofEnvironmentalAffairsandTourism[DEAT],2003,2004,2005).During2006theimportantroleaccordedtotourisminthenationaleconomywasreiteratedonceagaininthereleaseof
4、theAcceleratedandSharedGrowth—SouthAfrica(Asgi-SA)developmentstrategydocument(RSA,2006).Withinthisnewmacro-policyframeworkforSouthAfrica,tourismisprofiled,alongsidebusinessprocessoutsourcingandbio-fuelsdevelopment,asaneconomicsectorthatrequiresimmediateandunq
5、ualifiedsupportforexpansionfromboththepublicandprivatesectors(RSA,2006:7).Accordingly,fromatourismproductsupply-sideperspective,foraperiodofatleastthenexttwodecades,theSouthAfricantourismsystemcanexpecttoseefurtherroundsofsupportinitiativesandinterventionstha
6、twillassistintheexpansionofthetourismsystem.TheanalysispresentedinthisarticleisbaseduponnewdataoninternationaltourismarrivalsasreleasedbytheStrategicResearchUnitofSouthAfricanTourism(2005).Untilrecently,reliabledataoninternationaltourismarrivalsintoSouthAfric
7、a,especiallyfromotherpartsofAfrica,wasunavailable.But,inlightoftheincreasedpolicysignificanceoftourisminthenationaleconomy,significantimprovementshavebeenmadeinthequalityofdatathatisregularlycollectedontheSouthAfricantourismsystem(RogersonandVisser,2004).Conv
