3、riesovertheperiod1985–98.Indeed,controllingfordomesticinfluences(wagesetting,supplyofskills)wefindthatFDIhasraisedwageinequalityinThailand.BecausewealsofindthatFDIraisesthewagesforbothskilledandlow-skilledworkers,ourfindingsshouldhelptomovethedebatefromimpact(doesFDIcontributetogrowthanddevelo
4、pment?)toappropriatepoliciestoutilizeFDI(howcanwemakeFDIworkforall?).WesuggestthattheeducationsysteminThailandhasnotbeensufficientlyorientedtomaximizethebenefitsfromFDI.CountrieswantingtodeveloponthebasisofFDIshouldinvestsufficientresourcesingoodqualityandappropriatehumanresources,orotherwisef
5、acethepossibilitythatgrowthcoincideswithrisingwageinequality.IntroductionThereisanimportantdebateabouttheimplicationsofincreasingtradeandforeigninvestmentonnationaleconomies.Whilesomethingofaconsensusexistsoverthepositiveassociationbetweenopennessandgrowth(Rodrik2001),thereislessagreementabout
6、whogainswithinsocieties.TheregionofEastAsiaappearstohaveachievedequitablegrowthwithpovertyreductiononthebasisofstimulatingexportsandattractingforeigndirectinvestment(FDI).Thispaperarguesthattheevidenceisnotasclear-cutasitseemsbyshowingthatwhileFDIraisedtheincomeoflow-skilledworkersinEastAsiait
