3、efficiencyisthecoreissueofsustainablewaterresourcesmanagement,whichneedstobeproperlyassessment.Thispaperusesthedataenvelopmentanalysis(DEA)theoryandbuildsasuperDEAmodelwithundesirableoutputsbychoosingindicatorsincludingboththedesirableoutputs(thedirecteconomicvalue)andtheundesirableoutputs(these
4、wageandpollution).Usingthismodel,wecalculatedthewateruseefficiencyatprovinciallevelinChinaduring1998-2012,andcalculatedthedif-ferencebetweentheactualindicatorsandtheindicatorswhentheefficiencyisthebestwiththemethodofprojectionanalysis.Theresultsindicatethatthewateruseefficiencyisrelativelyhighin
5、13provinces,suchasBeijingandTianjin;andtheefficiencyisrelativelylowin5provincessuchasGuangdongandGuangxi.Theefficiencyinmostoftheprovincesisaffectedbythesewagewhichwillberaisedifthese-wageamountdecreases.Inaddition,projectionanalysisresultprovidesthebasisforefficiencyimprove-mentbymeansofindicat
