3、17;published:Apr.14,2017AbstractWateruseefficiencyisthecoreissueofsustainablewaterresourcesmanagement,whichneedstobeproperlyassessment.Thispaperusesthedataenvelopmentanalysis(DEA)theoryandbuildsasuperDEAmodelwithundesirableoutputsbychoosingindicatorsincludingboththedesirableo
4、utputs(thedirecteconomicvalue)andtheundesirableoutputs(thesewageandpollution).Usingthismodel,wecalculatedthewateruseefficiencyatprovinciallevelinChinaduring1998-2012,andcalculatedthedif-ferencebetweentheactualindicatorsandtheindicatorswhentheefficiencyisthebestwiththemethodof
5、projectionanalysis.Theresultsindicatethatthewateruseefficiencyisrelativelyhighin13provinces,suchasBeijingandTianjin;andtheefficiencyisrelativelylowin5provincessuchasGuangdongandGuangxi.Theefficiencyinmostoftheprovincesisaffectedbythesewagewhichwillberaisedifthese-wageamountde
