1、摘要中國農(nóng)業(yè)發(fā)展銀行(以下簡稱農(nóng)發(fā)行)是直屬國務(wù)院領(lǐng)導(dǎo)的政策性金融機(jī)構(gòu)。其成立以來,全面貫徹落實(shí)國家糧棉購銷政策和有關(guān)經(jīng)濟(jì)、金融政策,為國家實(shí)施宏觀調(diào)控、確保國家糧食安全、保護(hù)廣大農(nóng)民利益、促進(jìn)農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)發(fā)展發(fā)揮了重要作用。但近年來,隨著業(yè)務(wù)的多次調(diào)整和國家對政策性銀行商業(yè)化轉(zhuǎn)型的要求,農(nóng)發(fā)行適應(yīng)形勢需要,及時(shí)調(diào)整經(jīng)營策略,加大發(fā)展力度,業(yè)務(wù)經(jīng)營實(shí)現(xiàn)了跨越式發(fā)展。但是由于長期的封閉運(yùn)行,干部的思想觀念、經(jīng)營理念等跟不上業(yè)務(wù)發(fā)展的需要,在部分機(jī)構(gòu)出現(xiàn)了不良貸款大幅增加、業(yè)務(wù)發(fā)展不平衡、業(yè)務(wù)骨干流失等情況
2、。而作為現(xiàn)代金融市場競爭主要是人才的競爭,誰擁有了高素質(zhì)的人才,誰就擁有了參與市場競爭的實(shí)力,誰就贏得了競爭的主動權(quán)。人才是推動企業(yè)發(fā)展的核心動力,沒有優(yōu)秀的人才,就沒有強(qiáng)大的企業(yè)。沒有超前的人力資源管理理念和水平,農(nóng)發(fā)行就難以取得良好的經(jīng)營效益和長遠(yuǎn)發(fā)展,就難以獲得持續(xù)的競爭優(yōu)勢和核心的競爭能力,就難以應(yīng)對商業(yè)銀行的激烈競爭。本文在應(yīng)用MBA階段所學(xué)人力資源管理、營銷理論等相關(guān)理論知識,對農(nóng)發(fā)行當(dāng)前形勢下選聘和培養(yǎng)干部中存在的問題進(jìn)行了分析,提出了發(fā)展和完善干部選聘培養(yǎng)體系的具體措施,以期為農(nóng)發(fā)行業(yè)務(wù)經(jīng)

7、ormingcredit,imbalanccdbusinessoperationsandthelossofcapablestaffhaveput.somebranchesintrouble.Inamodemfinancialmarket,competitionismainlytalent-oriented.Talentsarethecoredrivingforceofthebusinessdevelopment.NoenterpriseCanenjoyastrongpositioninthemarketw
