1、江蘇傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級的對策措施研究摘要木文在全球價值鏈的視角下，以“微笑曲線”為理論基礎(chǔ)，通過對江蘇傳統(tǒng)產(chǎn)業(yè)處于產(chǎn)業(yè)鏈低端現(xiàn)狀的分析，揭示了江蘇傳統(tǒng)產(chǎn)業(yè)的主要存在問題及原因，提出我省傳統(tǒng)產(chǎn)業(yè)升級應(yīng)發(fā)展服務(wù)型制造業(yè)等對策。主要工作和創(chuàng)新點有四個方面：第一，在界定概念和回顧發(fā)展現(xiàn)狀的基礎(chǔ)上，概括了江蘇傳統(tǒng)產(chǎn)業(yè)的發(fā)展特征,這些特征有：在經(jīng)濟中占主體地位、地區(qū)發(fā)展不平衡、行業(yè)比較成熟口相當(dāng)集中、二產(chǎn)占比較高一1=1.以制造業(yè)為主等。第二，分析了江蘇傳統(tǒng)產(chǎn)業(yè)發(fā)展中存在的問題，包括：產(chǎn)業(yè)更替和技術(shù)創(chuàng)新難度較大、產(chǎn)出被鎖定在無效狀態(tài)、隱性成本被忽視、創(chuàng)新資源被壓抑、產(chǎn)業(yè)組織效率

2、下降等。第三，運用產(chǎn)業(yè)理論分析了江蘇傳統(tǒng)產(chǎn)業(yè)存在問題的原因，這些原因有歷史原因，有體制、政策原因，也有企業(yè)原因，但根木上說，主要是特殊背景和條件所形成和發(fā)展起來的低端制造業(yè)所致。第四，此外，提岀了我省應(yīng)按照提高產(chǎn)業(yè)鏈功能的原則轉(zhuǎn)變引資重點，整合區(qū)域產(chǎn)業(yè)鏈，并發(fā)揮政府和行業(yè)協(xié)會在產(chǎn)業(yè)整合屮的作用，推進以完善和提升產(chǎn)業(yè)鏈功能為核心的產(chǎn)業(yè)整合等對策。關(guān)鍵詞江蘇；傳統(tǒng)產(chǎn)業(yè)；轉(zhuǎn)型升級；產(chǎn)業(yè)整合APolicyandMeasureStudyofUpgradingJiangsuTraditionalIndustryTransformationAbstractIntheglobal

5、subjectstatusintheeconomy,withtheimbalanceddevelopmentoftheareas,morematureandhighlyconcentrated.Thesecondindustryaccountsformorehighproportion,specializinginmanufacture,andsoon.Second,thepaperwillanalyzetheexistingproblemsofJiangsutraditionalindustriesincluding:industrialsubstitution

6、andtechnologyinnovationisdifficult;outputislockedintheinvalidstate;thehiddencostsareignored;innovationresourcesarerepressed;efficiencyofindustrialorganizationdescend,andsoon.Third,thepaperwillanalyzethereasonsofexistingproblemsoftraditionalindustrybythetheoryofproduction.Problemsofthe
